Dear Arlo,

it is not for me to say what is "proper" and what is "improper".

All I was suggesting was that the F in IFP has the same meaning as the F 
in EFEO and that the treasures preserved in Pondicherry (and recognized 
by the UNESCO as "Memory of the World") have been collected and 
preserved thanks to the joint actions of many researchers, all financed 
by the French tax-payers, whatever the channel through which the money went.
