My $.02 -- LaTeX using the WSU IPA and TIPA packages allows you to apply
all possible diacriticals to any letter. The only drawback to this is that
you have to use the Computer Modern typeface (unless you're willing to
shell out some money to get fonts from Adobe, etc.).
