[INDOLOGY] Help with dī́divim

Below are the entries from Surya Kanta's "A Grammatical Dictionary of
Sanskrit (Vedic)" for dīdivāṁs, ,dīdivi,and dīdihi.
For the entry for *dīdivi*, where he writes " *dīdivi √**dī: dī-payati* "
is he saying that *dīdivi *is derived from a vedic form of a causative?
Note also his explanation for the short i on the second syllable.
