[INDOLOGY] grammar question

Bonjour,

There is a construction ablative + na with numerals:
ekān na viṃśatiḥ for 19

Is this kind of construction exists in other circumstances? And, if yes,
what is the meaning?

I came accross this sentence:

tena ṛṣabhān na prastāraḥ

which comes as a conclusion after:

tata ṛṣabhasya adhastāt ṣaḍjo deyatvenāsīt। sa copary agre vartate।
(tena ṛṣabhān na prastāraḥ |)
