Reminds me of Balto-Slavic *twor-/*twer- (as in Russian <tvorec>
"creator").  C.D. Buck's dictionary says "outside connections
dub[ious]."  I can't check my Pokorny whether he considers it cognate
with or borrowed from (Indo-)Iranian.
