To expand on Dominik’s point, the FAQ on the licensing of fonts shipping in Windows is here: https://learn.microsoft.com/en-us/typography/fonts/font-faq. In summary you are good on printing, publishing papers and embedding in documents, which I assume most people here care about. You cannot embed them in applications, and you are not authorized to modify or convert them.
With that said, if there are gaps in fonts like Times New Roman, feel free to let me (or Andrew Glass) know and I am sure we can mostly sort it out.
