I don't know if this is too nerdy for this mailing list, but I think the problem seems to be this line:

<FORM method="POST" action="http://www.cc.kyoto-su.ac.jp/~yanom/cgi-bin/paw314.cgi"> 

which needs to be changed to:

<FORM method="POST" action="https://www.cc.kyoto-su.ac.jp/~yanom/cgi-bin/paw314.cgi">

It would appear to be, at least in part, an incompatibility with certain browsers. My Firefox (Mac, latest version of OS and Firefox) gets the error message, and Opera does as well. But Safari works. This suggests there is something in the site’s code that does not accommodate some browsers.
