Dear Professor Collins,
On the relationship between RE 13 and the two so-called Separate Edicts you might have a look at my book
The Aśoka Inscriptions. Analyzing a Corpus, Chs. 4 and 10. As I have tried to show, RE 13 is a later addition to the series, together with 11 and 12. The Kaliṅga version consisted of REs 1-10 and 14. So to say that the Separate Edicts have in Kaliṅga
come in the place of RE 13 might not be correct.
Note that my book, unlike Olivelle's, is not about Aśoka but about the inscriptions as a corpus.

Thanks. No, Rock Edit XIII is not inscribed in the Kaliṅga region. In its stead, we have Separate Edicts I and II.
