There are a number of more or less fanciful diagrams (cakra) used for particular purposes in Indian astrology, often as a means of classifying the nakṣatras. I don't know the origin of the avakahaḍā- or hoḍā-cakras, but the latter one is typically used to determine suitable names based on the nakṣatras in an individual horoscope. There are plenty of non-scholarly discussions of both diagrams on the web, especially if you enter search terms in Devanagari (अवकहडा चक्र, होडा चक्र).
