A few years back I had some discussions with John Hudson of Tiro fonts about their sanskrit font (some issues with vedic accents) and at that time I asked him about licensing and use of their sanskrit font.  Here is what I asked and what he answered.

Would you be able to clarify the following points about the Sanskrit Text font licence.
1) Are you permitted to publish books that use the Sanskrit Text font?
2) Are you permitted to use the Sanskrit Text font with non-Microsoft publishing software such as: QuarkXpress or Adobe Indesign etc.?

Yes and yes, so long as you have a valid license for the software with
which the Sanskrit Text font is bundled (Windows or Office).

The Microsoft fonts, including Arial Unicode, have always been covered by a completely restrictive commercial license.  The font files (TTF, OTF) may not be downloaded or distributed.  The fonts are licensed as integral parts of the Windows OS and may be used only in that environment only by people who have paid for a Windows license.  Most people, including major publishers, think that Arial Unicode is a free font.  It's not.   Yes, a PDF with some characters embedded in it can be shared, but not the font itself.
