I'm confused by that answer, I was under the impression that Velthuis transliteration was strictly a 7-bit transliteration system and no letters with diacriticals either over or under were part of its system of transliteration.  So that both Velthuis and HK transliteration could be typed directly from any QWERTY keyboard?
