About FreeFonts, they have many merits, but there are technical problems too.  See
There was a fix for the conjunct problem that Norbert Preining worked out, but it stopped working in 2017.  I haven't checked back since 2017.

The official distribution directory for GNU Freefont shows the latest edit was in 2012. Back in about 2014, I corresponded with the author, Stevan White, and he was aware of the problems but didn't have the resources of time to do major new work on the fonts

For XeTeX, you can see Daniel Stender’s input maps here: https://ctan.org/pkg/xetex-devanagari (which can be used to process IAST as well as KH transliteration in addition to Velthuis’s scheme)

As far as I understand, your problem is that the Velthuis “font” does not exist as a ttf or otf font, which would indeed be usable across platforms like other such fonts, but rather it is a metafont native to the TeX environment, and can only be used in TeX.

I'm aware of that.

 

The problem is that this one is a font for Latex, part of a specific package and I don't know how to use it, for example, in common text editors like libreoffice, word, etc.

Fonts are not specific to operating systems.  I have moved from MacOS to Linux to BSD over the course of the past 15 years, and I have never had a font that worked on one not work on another operating system.
