There is a lot on this topic, but in addition to what has already been suggested, you might look at:
- Hillebrandt, A. 1923. Altindische Politik. Jena: Verlag von Gustav Fischer.
- Ghoshal, U. N. 1959. A History of Indian Political Ideas: The Ancient Period & the Period of Transition to the Middle Ages. OUP.
- Losch, H. 1959. Rājadharma: Einsetzung und Aufgabenkreis des Kønigs im Lichte des Purāṇas. Bonn: Selbstverlag des Orientalischen Seminars der Universität Bonn.
- Drekmeier, C. 1962. Kingship and Community in Early India. Stanford: Stanford UP.
Even though the work is now dated, Ghoshal, in particular, is a good resource for directing the reader to relevant primary sources throughout the ancient period.

Can anyone point me to discussions about early mythological Hindu theorizing about the origins of state-level society and kingship?
Thanks,
