I assigned the Unicode-letters like this and use them with all apps running within all win7 and win10s-apps:

AltCtrl. + a = ā
AltCtrl. + u = ū
AltCtrl. + i = ī

AltCtrl. + y = ň 
AltCtrl. + n = ṇ
AltCtrl. + b = ṅ
AltCtrl. + v = ñ
AltCtrl. + m = ṃ
Win + m = ṁ

AltCtrl. + l = ḷ
AltCtrl. + r = ṛ
AltCtrl. + w = ṝ
AltCtrl. + d = ḍ
AltCtrl. + t = ṭ
AltCtrl. + h = ḥ
AltCtrl. + z = ś
AltCtrl. + s = ṣ

using additional Shift-key for Uppercase letters

If you like to use Unicode-letters for all Windows-apps incl. Explorer, Firefox etc.:

Write a small exe-file with the (free) AutoHotkey-app and copy this exe-file into the Autostart-folder of Windows.

It is really very easy: You just write a list assigning unicode-letters to any keyshortcut you like.

For Word on Windows you can define shortcut keys. Just go to the insert symbols menu and press "shorcut key" and then define what you want for letters with diacriticals.  I used Alt + the character for diacritical under the letter and ctrl+ the character for diacritical above the letter.  Alt+ctrl + the character if there is a diacritical above and below the character, and a few others for the nasals.
