I cannot verify this, but Demian Martins says the source is bhaviṣyapurāṇam (https://bkdemian.blogspot.com/2010/10/karma.html):

punya-papadikam visnuh karayet purva-karmana
anaditvat karmanas ca na virodhah kathancana
(Bhavisya Purana, quoted in the Govinda-bhasya, 2.1.35)
