द्विष is the verb root. वि-is the prefix. This gives rise to the new verb root विद्विष .

द्वेष is the nominalization derived from द्विष . विद्वेष is the nominalization derived from  विद्विष

This is similar to विश ,प्रविश, प्रवेश .

Why is it  vidviṣāvahai and not  vidveṣāvahai similar to the form   dveṣāvahai ?

I couldn't see it listed as an irregular form in MacDonnels grammar for students or his Vedic grammar for students or Whitney.
