The paspa"sAhnika associates the pair sAmAnya--vi"se.sa respectively with the utsarga (or general rule) and the apavAda (exceptional rule); the latter is to be used in exception to the former (tasya vi"se.se.nApavAdaH). See paspa"sAhnika (7) of PataJjali's MBh, p. 50, column 2 and following of the Sastri and Kudala edition. It seems your text might be using the term in question synonymously with apavAda.
