Dear Ken,
Andrew Glass, who developed the Gāndhārī Unicode Font (and works for
Microsoft), has told folk in recent years that one can just use Times New
Roman now for the same functionality. I find that the only thing missing in
TNR nowadays is the stringhole circle (and I don't recall if that was
covered in GUF or not). Anyway, if you still want to download GUF it is
here: https://asian.washington.edu/ebmp-fonts-and-keyboard-templates.
