An English translation is available at archive.org : https://archive.org/details/dictionary-of-indo-european-concepts-and-society/page/n1/mode/1up
I hope it includes both of the original French language edition.
I must strenuously object to characterizing French and other non-English European original language publications as a recurring problem or as unfortunate. 😀
