There are some additional IDP servers, see list on
https://en.wikipedia.org/wiki/International_Dunhuang_Project#IDP_Centres
among which http://idp.bbaw.de (which is operating).
I don't know whether these give access to all the images that are
normally accessible idp.bl.uk.
