Dear Christian,

As Matthew and Jonathan suggest, you are likely referring to
Fussman's ‘Dans quel type de bâtiment furent trouvés les manuscrits de
Gilgit?’ This recent article by Noriyuki Kudo may also be of interest:

Kudo, Noriyuki. 2019. “On and around the Gilgit Manuscripts in the National
Archives of India.” The Journal of Oriental Studies. Volume 29. 168–181.

All my best,
Charles
