[INDOLOGY] Two questions on epigraphy

I would like to know 

 
 the difference in geographic extent indicated by terms such as rāṣṭra, viṣaya, maṇḍala, etc. 
The earliest datable inscription/s where dynasties claim solar, lunar, or mythical lineages
