na bhuuto na bhaviSyati

The exact phrase does not indeed seem to be attested in Vedic. Other  
obviously related phrases do however occur very commonly. A GREP  
search bhuut.*bhavi in my collection of (mainly Vedic) e-texts  
yielded 417 hits.
