Neglect of Indian universities led to concentration of power and lack of
competition. In US every university goes on radio to advertize and compete
with others, what is called "social competition".

For the space shuttle if NASA had used the Appollo type decentralized model
it would have come up with a much sleeker, safer and economic alternative to
present day high cost one.
